Open Water Below the Scott Ave. Bridge

 The power of the mighty water keeps this section of the river open for a mile downstream, even in long periods of sub-freezing (and below xero) tempatures.

Another portage option is to put in at the waterfront stairway in the ampitheater between Locust and Grand, paddle through the beautiful waterfront, take out at the platform and steps just east of Sec Taylor, cross the Riverside Ave. bridge over the Raccoon (seen through the arches), cross back over the Scott Ave. bridge, and take the bike trail south.
